Rhyl town centre is getting another welcome boost, as Denbighshire County Council moves forward with plans to transform two well-known High Street properties into affordable homes and refreshed commercial spaces.
The Council is preparing to appoint a contractor to redevelop 64 High Street and 2 to 4 Wellington Road, turning long-empty upper floors into modern, energy-efficient affordable homes, while giving the ground floor retail units a makeover ready for new businesses. It’s a case of “upstairs for living, downstairs for thriving.”
The project is another piece of the Council’s long-term vision to breathe new life into Rhyl town centre. By increasing the number of people living in the heart of the town, the aim is to support local businesses, encourage more footfall and create a vibrant, sustainable community.
Alongside providing much-needed affordable housing, the scheme will create attractive commercial units for future businesses. More residents living in the town centre means more potential customers on the doorstep, helping local shops, cafés and services flourish while giving the evening economy an extra lift. The redevelopment also makes smart use of existing buildings, delivering energy-efficient homes that help reduce carbon emissions. It’s always nice when old buildings get a second act instead of collecting cobwebs.

Projects like this demonstrate our commitment to regenerating Rhyl in a way that benefits residents, businesses and visitors alike. Having more people living in the town centre will help build a vibrant, thriving community while making the best use of existing buildings for future generations.”
The development supports Denbighshire County Council’s Housing and Homelessness Strategy by increasing the supply of affordable homes, while also contributing to the Council’s Corporate Plan to ensure there are enough quality homes to meet local demand.
The benefits extend beyond bricks and mortar. The redevelopment is expected to support local supply chains during construction, improve biodiversity, encourage active travel and enhance the appearance of this important part of Rhyl town centre.
Construction is expected to begin later this year once the procurement process has been completed. If all goes to plan, another pair of prominent buildings will soon be swapping empty windows for lit ones, helping write the next chapter in Rhyl’s continuing regeneration story.
